Cuttak, Odisha. His father’s name was Late Shri Nityananda Samantaray and his mother’s name was Late Shrimati Hemalata Samantaray. He completed his B.A. (Philosophy) from Sri Aurobindo International Centre of Education, Puducherry.
He married Shrimati Bitasta Samantaray on 24 November 1983, from whom he had three daughters. Debashish Samantray is a senior leader of Biju Janata Dal, he has done many important works for his party. Recently Debashish Samantray resigned from the post of President of the Odisha Football Association (FAO). He resigned from the post of FAO President due to a busy schedule and personal commitments.
