Biplab Kumar Deb, former Chief Minister of Tripura and current member of Parliament of India was born in 1971 in a migrated family from East Pakistan. He was brought up and finished his schooling in Udaipur town in the Gomati District of Tripura State. He obtained higher education from Tripura University and moved to New Delhi. Biplab Kumar spent almost 15 years in New Delhi and observed the politics closely as a member of the Bhartiya Janta Party. He returned to Tripura and started using his political experience which he gained in New Delhi.

Later, Biplab Dev started his political career against the CPI governing the Tripasa community of the state and TTAADC. He was appointed as the president of Tripura State Bhartiya Janta Party in 2017. Under his leadership, all the units of the Tripura state started campaigning for the assembly elections. Bhartiya Janta Party (BJP) contested the election allying with the Indigenous Peoples Front of Tripura. The ally won 44 seats and eliminated leftist government rule of 25 years in the Tripura state.

Biplav Dev is also known for his controversial statements on Beauty Pageants, Civil Service Examinations, and comparisons between Bengali, Punjabi, and Jatt communities. Biplav Dev Lives in Agartala with his family. He married Niti Dev and has one daughter and a son in his family.
