Mahipal Dhanda, the Current minister of the Haryana state government, was born in Panipat, Haryana. He was brought up in the normal family of Panipat with her siblings by his mother and father. Mahipal finished his schooling in Panipat and joined the Kurukshetra University for higher education. He joined the youth wing of RSS in the college. He was inspired by the ideology of Rashtriya Swayamsevak Sangh and became a member of the organization. Mahipal Dhanda joined the Bharatiya Janata Party as a member in 2014.
He is a businessman by profession and married to Neelam. Mahipal has two children in his family. His wife has also joined the business of his husband. Mahipal Dhanda is known as the social worker in his constituency and also is known for his straightforward behavior in developing the society and humanity in his constituency. He was first contested in a direct election in 2014. After the constituency delimitation in 2019 by the government and election commission he contested as the candidate of BJP from Panipat Rural Constituency.

Shri Mahipal Dhanda was again contested from the same constituency in the current assembly election and won the assembly seat defeating the candidate of the Indian National Congress Party.
